Encouraging that has never been set as an objective – the sole purpose for a long time was ‘to inform funding’ – but the constant improvement implied by the figures is the basis for getting more money out of the Treasury. I took that to be mandatory, and it led to many staff being moved to ‘teaching only’ contracts.
