In 2011, the Education Department issued a Dear Colleague letter (DCL) allowing institutions to pay a percentage of tuition revenue to providers of a bundle of services that included marketing and recruiting. Bundled service providers should not be treated as a separate class. The department should revoke the 2011 DCL.
